According to one of the commentors on the flickr page, he claimed that it was some specialty the University of Chicago had done when they hosted the picture about 5 years ago, but that doesn't make sense, considering that if it was done by the university, couldn't they have afforded actual period dress?
Did a quick google search, and this result popped up. Apparently, this picture was taken in Beloit, WI, I'm not sure what the exact event was for, something to do with "out door activity let's go!!!" sort of thing, maybe.
Wow, now I have a real sudden urge to wanna go fly a kite...
