Long story short: German cops are pissed at this particular UK made vehicle, with its driver side on the right hand side instead of the Germanic left the rest of the civilized world prefers. The cops are pissed because, due to the UK nature of the vehicle and the positioning of the traffic cameras only aiming for the left side of the vehicle, they can never seem to get a clear shot of the driver.
To make things worse, the driver realized this, and has placed the Muppet, Animal, as his copilot, hence the picture:
It's odd that the overly strict German Police can't seem to just locate the driver by the vehicle plate, then drag him off to a dark cell and commence with the Kommandant of all beatings... then again, that's probably a good thing they can't.
