The fact that they have to tell people not to twitter in an emergency indicates that society and the human race in general are in a steep decline, nay, free-fall toward an "Idiocracy" style future.

Yeah, but for how long?
I doubt they would actively deter people from twittering, as it would be an unspoken rule to thin out the population.
Afterall, we aren't britain, we don't have "Health and Safety" and have too deep a love for gunpowder.
